The below-listed information was utilized to complete the Scope of Work Tasks: Project Location and/or Room No. Whole Bldg. Brief SOW: Performed sampling prior to demolition or renovation activities. ASBESTOS – The sample collection and subsequent laboratory analytical results indicated that asbestos was not identified in the sampled building materials. LEAD – Results indicate that twenty-six (26) of the one hundred fifty-two (152) XRF readings tested at or above the limit of 0.3 mg/cm2 Technical Summary Were Found Were Not Found Not Tested 1. Bliss, Bldg. 2447 SUMMARY ENCON International, Inc. (ENCON) personnel performed an Asbestos Inspection of a structure designated as “Building 2447” on Fort Bliss, Texas. The following are the field sample collection and analysis results for this inspection. The inspection was conducted to ensure compliance with NESHAP – 40 CFR Part 61, Subpart M, which states that “prior to the commencement of the demolition or renovation, thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation(s) will occur for the presence of asbestos, including Category I and Category II non-friable ACM. ” The sample collection and subsequent laboratory analytical results indicated that asbestos was not identified in the sampled building materials. INTRODUCTION This Asbestos Survey was performed by Mr. David Morales on June 12th, 2008. This Asbestos Survey was conducted in accordance with Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP): 40 CFR Part 61, Subpart M. Sampling protocols were performed in accordance with the Texas Asbestos Health Protection Rules (TAHPR). Building 2447 was to undergo renovations and was visually inspected and it was determined that the suspect asbestos- containing materials could be divided into thirty (30) homogeneous areas, including the following: rubberized flooring mastic (3 types), cove base mastic (9 types), textured drywall/joint compound (8 types), 12” x 12” floor tile & mastic (3 types), carpet mastic (4 types), 2’ x 4’ ceiling panels (2 types), and textured stucco. DESCRIPTION Building 2447 was being used as military personnel housing on Fort Bliss, Texas. The building occupied approximately 38,000 SF. The interior was partitioned with drywall walls. The floor was covered with floor tile and carpeting. At the time this Asbestos Survey was performed, the date of construction was not known. SAMPLING METHODOLOGY A visual inspection of the building was conducted to develop a sampling plan. This included determining sample collection points, homogeneous materials and areas. Friability was assessed by manually manipulating the suspect asbestos materials utilizing hand pressure to determine if the materials, when dry, can be crumbled, pulverized, or reduced to powder. Thirty (30) homogeneous areas were established and at least three (3) samples were collected from each area. Areas that have suspect asbestos-containing surfacing, thermal systems insulation, or miscellaneous materials are to be considered homogeneous. These samples were each uniquely and individuall…
