PERFORMANCE WORK STATEMENT FOR VERTICAL TRANSPORTATION EQUIPMENT MAINTENANCE, REPAIR, & INSPECTION SERVICES AT SCOTT AFB, IL Prepared by: Theodore Sotoropolis 375 CES / CEOES (618) 256-2698 16 July 2026 DESCRIPTION OF SERVICES The Contractor shall provide all management, tools, supplies, equipment, parts and labor necessary to maintain, repair, and inspect the real property Vertical Transportation Equipment (VTE) at Scott AFB Illinois in a manner that will ensure continuous and safe operation. NOTE: The term “VTE” in this Performance Work Statement (PWS) includes all equipment listed in Appendix A, “VTE Equipment Listing.” This is a full repair and maintenance, parts-reimbursable contract. The VTE service provider (Contractor) shall take total service responsibility for the equipment identified in Appendix A to include monthly maintenance, inspections, certifications, routine service calls, emergency service calls and repairs. Information regarding reimbursable parts can be found in Paragraph 4. The contractor is not responsible for costs associated with excluded services. Excluded services detailed in Paragraph 5 include replacements, alterations and modernizations and are reimbursable under the “Over and Above” CLIN. The Contractor must perform all of the required annual safety code tests on all VTE, as well as the required five (5) year safety and buffer tests on traction elevators, at the Contractor's expense, and provide documentation that the tests have been performed as required by ASME Al7.1-2022, or latest edition, as adopted by the ASME A17.1 Main Code Committee, Safety Code for Elevators and Escalators, the latest edition of ASME A7.2 Elevator Inspectors Manual, and the State of Illinois, for any periodic tests required as of the date of contract award. The Contractor is responsible for all annual inspection costs including the State Inspector. The Contractor assumes all responsibility and shall ensure all VTEs identified in this contract are operating safely and within the performance objectives identified in Paragraph 9, Service Summary and that all work performed under this contract is in accordance with: (ASME A17.1-2022) Safety Code for Elevators and Escalators (A17.2-2023) Guide for Inspection of Elevators, Escalators, and Moving Walks Safety Code for Existing Elevators and Escalators (NFPA) National Fire Protection Association Standards (UFC) 3-600-01 Unified Facilities Criteria Fire Protection Engineering for Facilities (OSHA) Occupational Safety and Health Administration Standards and the recommendations of the Original Equipment Manufacturer (OEM) MAINTENANCE, REPAIR AND INSPECTION SERVICES During all maintenance, repair and inspection services the Contractor shall place suitable, professionally designed signs, on all elevator entrances anytime an elevator is removed from service for routine maintenance or scheduled repairs, and when the elevator technician arrives at the facility in response to any emergency call-back. Install the signs immediately upon arrival, and remove the signs when the elevator repair is completed, and the elevator is restored to normal operation. Cleaning of equipment spaces and daily cleanup of job sites in conjunction with maintenance, inspections and tests, and repairs is required. The Contractor shall provide sufficient time for the maintenance technicians to perform the required preventive maintenance work necessary towards keeping the VTE equipment in the highest quality condition or standards at all times. The Contractor must perform preventive maintenance work in a manner that shall minimize VTE service calls and outages. The VTE availability rate for all VTE shall be no less than 98% as calculated in Paragraph 9, Services Summary. The availability rate of any single VTE shall be no less than 85% during any 30 day period as calculated in Paragraph 9. If a VTE is inoperable for any portion of a day then that entire day is considered as a down day. Failure of either calculation is a failure in VTE availability rate. Ride quality on all elevators and indoor ADA lifts shall be smooth, quiet, and free from objectionable noises, scrapes, rattling sounds, vibrations, lateral car movement or harshness in acceleration and deceleration control. Check performance on a monthly basis, during the preventive maintenance work. The Contractor shall provide scheduled routine preventive maintenance on all of the VTEs listed on Appendix A at least one (1) time per month to ensure VTEs operate in a professional, trouble-free, first-class manner. To facilitate accessibility in restricted facilities the Contractor shall submit a sufficiently detailed monthly maintenance schedule to the COR at least 7 calendar days in advance of any maintenance service activity. Delays associated with restricted access facilities are expected and will be at no additional cost to the Government. The Contractor shall perform preventative maintenance and inspections on all VTE in accordance with the Contractor’s Maintenance Control Program (MCP) to ensure reliable and continuous safe operation at no additional cost to the Government. The maintenance work shall be in accordance with commercial practices or manufacturer’s specifications and shall be intended to maintain the VTE in safe and reliable operating condition. The MCP is required to specify appropriate intervals for specific maintenance items. Refer to Paragraph 8, “Submittals” for additional information regarding MCP requirements. In the event additional maintenance time is required to keep the elevator equipment operating in a professional, trouble-free, first-class manner, the Contractor is required to provide the necessary maintenance required to accomplish the work without additional cost to the Government.
