Statement of Work
Project: Visitor Center Flooring (2nd and 3rd Floors)
Location: Hawaiian Islands Humpback Whale (HIHW) National Marine Sanctuary

SUMMARY
The NOAA Facility located at 726 S. Kihei Rd, Kihei, Hawaii on the island of Maui currently has
three buildings on approximately 1.3 acres of property. The Visitor Center building requires
interior renovations consisting of new flooring for the upper levels.
SCOPE OF WORK
The contractor shall provide all labor, materials, equipment, and supervision necessary to
perform the following:
1. Flooring Services: Provide reflooring of office spaces, general use areas, and the
bathroom on the 2nd floor, and the office space on the 3rd floor of the Visitor Center
building.
1. Scheduled Flooring Service
1.1 Requirements
● Scope: Reflooring of spaces to include, at a minimum: demolition and disposal of
existing material, preparation/installation/repair of subfloor, furnishing and installation of
baseboards and flooring material, and floor preparation after installation.
● Material: Material used must be sustainable, renewable, natural wood-style flooring that
is cost-effective, weather and water-resistant, and able to withstand sand and public use.
○ Example material: Bamboo-style luxury vinyl plank flooring with a mesh base
thick enough to limit sound between floors.
● Baseboards: Baseboards should match the current aesthetic or the aesthetic of the new
flooring.
1.2 Location of Work (Specifics) The Visitor Center is a three-story building. Work is required
on the following upper floors:
● 2nd Floor (~1,000 sq. ft.):
○ Area: Includes 5 offices and 1 bathroom.

○ Current Condition: Offices currently have carpet; the bathroom has linoleum. The
subfloor is solid.
○ Thresholds: Has one threshold at the south entrance that shall be retained.

Bathroom 2nd floor with threshold upon entrance. Threshold shall be removed and flooring
consistent with offices.

○ Area: Includes 1 office.
○ Current Condition: Currently has a linoleum floor. The subfloor is solid.
○ Thresholds: Has no thresholds.
○ Note: The stairs from the 2nd to the 3rd floor do not need to be refloored.

PERIOD OF PERFORMANCE
The project schedule is dependent on the time of award. The base period for this contract shall
be for three months from the issuance of the contract.
CONTRACTOR PERFORMANCE REQUIREMENTS
While no permits/licenses are expected, the contractor must have an intimate knowledge of any
required county and state permits/licenses.
WARRANTY
The vendor will provide a warranty covering parts, labor, and hardware degradation for a
specified period after installation.

IT SECURITY REQUIREMENTS
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply,
and a Security Accreditation Package is not required. The Contractor will not be accessing US
government computers or IT systems for this effort. The Contractor will not be accessing any
information that is not within the public domain for this effort. The contractor will not be
processing, transmitting or storing privileged access information (i.e., non-public) in carrying out
the tasks of this contract.
