PERFORMANCE WORK STATEMENT
L7-090 Repair and Liner for Chemical Storage Tank – Building 20128
20 May 2026
1.0 DESCRIPTION. The Contractor shall provide all the tools, parts, materials, equipment,
labor, repairs, and travel necessary to perform repairs on the existing Polyvinylidene Flouride
(PVDF) L7-090 Liner for the Chemical Storage Tank in Building 20128 and supply one (1)
new L7-090 Liner for the Commodities Maintenance Group (CMXG) at Robins Air Force
Base (AFB), Georgia. The Contractor shall repair the existing liner in the facility inside of
L7-090. The additional spare liner shall be identical in contruction, material, and
instrumentation to the existing liner and be stored by CMXG for future use.
1.1 The Contractor shall provide the following:
• Repair of L7-090 Liner on Tank 120 at Building 20128. This will include one
(1) technician to facilitate repairs.
• 1 each (PVDF) Kynar® Rigid Box Liner to fit CMXG’s existing tank
• Approximately 48” x 48” x 72” deep, fabricated from ¼” thick Kynar 2850
Flex sidewalls and rim and 3/8” thick Kynar 2850 Flex bottom. Liner will be
fabricated incorporating Patented (#8,133,345) N-FUZE lining technology,
utilizing pressure butt-welded vertical joints and extrusion welded sidewall to
bottom contruction. The tank shall have one (1) 45 degree corner where
CMXG can re-install existing TANKeye Plus Leak Dectection System.
1.1.1 Government Personnel Responsibilites.
• CMXG personnel will drain and neutralize the tank prior to Contractor arrival.
The liner shall be clean, dry, and all auxiliary equipment removal prior to GOAD
Company personnel arrival. CMXG is responsible for disposal of all removed
materials and waste generated during repair. Clear, unrestricted access to job site
must be provided during working hours. This access shall be free of any
obstruction for purposes of loading/unloading equipment and with adequate area
for any rigging or scaffolding equipment, installation materials, and supplies.
CMXG is responsible for removal and reinstallation of all equipment, accessories,
piping and responsible for providing a ladder for tank entry and access to the liner
(see attached estimate for “Critical Notes” regarding CMXG’s responsibilities).
1.2 Over & Above Work. During the course of the contract, there may be times when
services or other system support not forecasted may be required.
1.2.1 Upon discovery of the need for over and above work, the Contractor shall prepare and
furnish to the Government a work request. Upon request the Contractor shall promptly submit to

the Contracting Officer, a proposal for the over and above work. The Government and
Contractor will then negotiate a settlement for the over and above work. Contract modifications
will be executed to definitize all over and above work.
1.3 Drawings. The Contractor shall electronically send an approval drawing for the L7-090
Liner for the Government to review within 2 (two) business days after contract award. The
Government shall review and approve the drawing within 2 (two) days after receiving the

2.0 Service Support.
2.1 Delivery.
2.1.1 Government Representatives. The following individuals will serve as the Primary
and Alternate Government Representatives as the points of contact through which
all contractor-provided services will be requested and accomplished for CMXG.
Government Representatives will not supervise the Contractor, and they are not
empowered to make any contractual commitments or to authorize any contractual
changes on the Government’s behalf. The following individuals will serve as
Government Representatives for CMXG.
2.2 Shipping/Delivery/Period of Performance. The Contractor shall contact the
Government Representative in paragraph in 2.1.1 to coordinate and schedule the repair of the
existing liner. The repair of the L7-090 Liner will consist of one (1) GOAD technician to
facilitate repairs and shall be 4 weeks ARO after contract award. The repair will be a one day
on-site visit in Building 20128 at the address in paragraph 2.3. The GOAD technician will
test the PVDF liner via AC and DC spark testers, prep surface, and PVDF fusion weld all
visible cracks in PVDF floor and walls. After repair, the L7-090 will be spark tested for any
additional leakage.The Contractor shall deliver the L7-090 Liner 10 weeks ARO after
approval drawings and is subject to change based on the shop workload at the time of order
placement. The delivery will be FOB Destination.

2.4 Warranty. The Contractor shall provide a standard one year warranty for the L7-090
Liner. There is no warranty offered for the repair.
2.5 Options. None
3.0 Government Furnished Equipment and Services or Government Furnished Property
(GFP) and services. There is no GFP included in this contract.
4.0 General Information.
4.1 Place of Performance and Hours of Work. On-site contract services shall be performed
at the Warner Robins Air Logistic Complex. The work will take place in building 20128
at Robins Air Force Base, GA. The Contractor’s work hours (shifts) shall normally be
from 8:00 am to 4:00 pm (EST), Monday through Friday. The Government may adjust
the Contractor’s work hours based on workload requirements, with the flexibility to start
work earlier, work odd shifts, and/or work weekends. The Government will provide the
Contractor the required work hours (schedule) for contractor personnel, and will provide
a 48-hour notice prior to changing any work hours.
