Yale EW (2-Ton Capacity) Bridge Crane Dismantle and Removal

PERFORMANCE WORK STATEMENT (PWS) PEARL HARBOR NAVAL SHIPYARD (PHNSY & IMF) REMOVAL AND DISMANTLE OF A YALE EW BRIDGE CRANE 1.0 BACKGROUND 1.1 The primary mission of PHNSY & IMF is to deliver regional maintenance, at the depot and intermediate levels, to keep the surface ships and submarines of our nation's navy "Fit to Fight." As Hawaii’s regional maintenance center, capabilities include excellence in overhauling, repairing, converting, alteration, refurbishing, and decommissioning of Navy vessels. 2.0 OBJECTIVE & SCOPE 2.1 The contractor shall provide services to safely dismantle and remove one (1) Yale EW, 2-ton capacity, under-running, single-girder bridge crane. The target equipment is located within a facility inside the Controlled Industrial Area (CIA). 3.0 PERFORMANCE REQUIREMENTS 3.1 To ensure proposal accuracy and performance realism, the Contractor or an authorized representative shall attend a mandatory site visit scheduled by the Government prior to bidding. Technical specifications, drawings, and photographs may not represent every physical detail, constraint, or obstruction. This physical walkthrough is required to accurately assess spatial limitations, identify existing equipment constraints, verify utility connection points, and evaluate logistical staging areas. 3.2 The Contractor shall provide all labor, supervision, tools, design, transportation and machinery to remove, dismantle and palletize the bridge crane. 3.3 The contractor shall provide one individual as a Project Manager who is responsible for the planning, scheduling and managing the execution of work concerning all aspects of this contract. 3.4 Prior to commencing work, the contractor shall meet in conference with the government Technical Point of Contact (TPOC), Contracting Officer’s Representative (COR) and necessary support personnel to discuss and develop mutual understandings related to safety, security, methods, schedule, environmental and waste management. 3.5 A preliminary Plan of Action and Milestones (POAM) plan must be submitted prior to commencing. This plan will highlight plans for the equipment items to be disassembled, removed, packaged, and relocated/staged, under this specification during the contract period of performance. The POAM shall be submitted in a PDF format within ten (10) business days after the contract is awarded. The POAM will be reviewed and approved by the government. -- 1 of 7 -- 3.6 The contractor shall submit a preliminary Removal Plan as part of the Contractor’s proposal and bid submittal. The preliminary plan should include at a minimum scope of work, lifting and handling material and equipment to be used, lift configuration, center of gravity of load and timeline. 3.7 The contractor shall provide all material handling and lifting equipment (such as cranes, multi-purpose machines, MHE, and construction equipment used as cranes to lift- suspended loads), rigging support services, and other support equipment necessary for continuous support and shall provide qualified personnel for safe operation. In accordance with Code 410 Contract Requirement: Crane, Multi-Purpose Machine, and Material Handling Equipment (MHE) Operations at JBPHH, the contractor will complete the NAVFAC HI QA/Safety Contractor & Rigging Crane Entry Package and submit to the TPOC and COR within the designated time frame stated. The lifting and handling plan shall include at a minimum, lift configuration, center of gravity of the lifted load, laydown area, overhead interference(s) and mobile crane hook height requirements. Lifting and handling operations shall only commence once the Crane Entry Package is approved by the Government. NOTE: Rigging by choking or sweeping using synthetic products is not allowed unless approved by the Government. Tilting of lifted or suspended loads during installation, when it is necessary, shall only be performed using a chain-fall, ratchet hoist or similar equipment, and only done in a controlled manner following government approval. 3.7.1 Contractor shall have a spill kit at the work area to clean fluid spills from material handling equipment (MHE) immediately. 3.7.2 Drip diapers shall be used in MHE laydown spaces. 3.8 The contractor shall present an Environmental Protection Plan (EPP) as part of the Contractor’s proposal and bid submittal. APPENDIX I and II in paragraph 13.0, outline the various elements that shall be addressed, for the presence of hazardous material, including lead and asbestos, and environmental mitigation efforts, including nuisance dust control and other steps to be taken to minimize or prevent damage to adjoining structures, on-going PHNSY & IMF operations and injury to personnel working in the vicinity. Once accepted by the Government, the EPP shall become an integral part of the requirements of this PWS. 3.8.1 Environmental /Safety compliance: The Government will monitor the Contractor, to ensure that the Contractor’s EPP is being followed. The technical point of contact (TPOC) and contracting officer’s representative (COR) retain the right to stop the Contractor from performing any work that violates environmental and safety regulations; the Contractor shall be in compliance prior to re-commencing the work. 3.8.2 The contractor shall provide an Industrial Hygienist responsible for supervising -- 2 of 7 -- and implementing environmental compliance processes, inclusive of hazardous material testing and abatement. 3.9 The contractor shall provide a Safety Plan covering all aspects of safety for this project. The safety plan shall be approved by the government prior to commencement of work. All work performed shall be in accordance with applicable Federal, State of Hawaii and Occupational Safety and Health Administration (OSHA) requirements. Refer to APPENDIX I for guidance regarding safety. 3.10 All hot work must comply with NFPA 51B Standard for Fire Prevention during Welding, Cutting and other Hot Work. The contractor shall …
