Devens RFTA, MA Page 1 of 12 Range Control Front Gates Range Control Front Gates Statement of Work (SOW) Project Title: Range Control Front Gates For: Devens RFTA, Massachusetts 1.0 Background: As the major Army Reserve presence in Massachusetts, Devens RFTA provides operational, training and logistic resources to tenant, transient training and stationed units and area customers; provides standardized, effective and efficient services, facilities, infrastructure and quality of life to Soldiers, Family Members, Retirees, and Civilian Employees as applicable to support the training, readiness and operational capability for all components and branches of the joint force accomplished through responsible execution of funds and effective conservation of natural resources. 1.1 Problem Statement: The main entry and exit gate for Devens RFTA are damaged and in need of repair and upgrading to provide a way to secure the base as well as update all security for the base. 2.0 Scope: This Statement of Work (SOW) requires the procurement of professional services to construct an automatic gate system for the RFTA Devens South Post Range Complex. An RFID card reader as well as a backup pin pad is required for the entrance gate as well as the ability to keep the inbound gate open during certain hours with a switch located in the already established guard shack and the Range control building. The outbound gate also needs a way to automatically open the gate as it is driven up from the exiting side of the post and if the gate is to swing open outwards off base. If any rollers are required to move the gates parallel to the fence, then a structure is required to ensure snow or ice from accumulating on the tracks that would implead any movement. 2.1 Demolition and removal The contractor shall: • Remove and dispose of existing gate systems. • Remove existing gate operators, controls, wiring, and associated hardware. • Remove concrete foundations as required. • Restore disturbed pavement, concrete, and landscaping areas. 2.2 New Gates (Inbound and Outbound) The contractor shall furnish and install: • Two automated vehicle gates spanning a 25-foot clear opening each. • Gate shall provide a minimum clear opening width of 25 feet. • Gate height shall be 7 feet. DRAFT -- 1 of 12 -- Devens RFTA, MA Page 2 of 12 Range Control Front Gates • Gate shall include a minimum of 12 inches of anti-climb/anti-scale protection above the gate structure. • Total gate height shall be not less than 8 feet. 2.3 Gate Configuartion Each gate may consist of either: • One single sliding gate panel, or • Two bi-parting gate panels operating simultaneously. Gate design shall be selected by the contractor and approved by the Government. 2.4 Gate Materials Gate construction shall be: • Ornamental wrought iron All materials shall be corrosion resistant and designed for year-round operation in New England weather conditions. Finish shall be factory applied and suitable for outdoor installation. 2.5 Gate Operations Each gate shall be equipped with: • Commercial/industrial-grade automated gate operators. • Continuous-duty motors. • Manual override capability. • Automatic operation capability. • Emergency stop functionality. • Lockable operator enclosures. • Battery backup system capable of operation during temporary power outages. 2.6 Access Control System The inbound gate shall include: RFID Access Control • RFID card reader. • Long-life commercial access control equipment. • Capability to support Government-issued RFID credentials. PIN Access • Weatherproof keypad. • User-programmable PIN code capability. • Multiple user access levels. Access Permissions The system shall permit: • RFID-only access. • PIN-only access. • RFID and PIN combined access if desired. 2.7 Outbound Automatic Exit System DRAFT -- 2 of 12 -- Devens RFTA, MA Page 3 of 12 Range Control Front Gates The outbound gate shall automatically open for departing vehicles. Contractor shall furnish and install: • Vehicle detection loop system, or • Vehicle presence sensor, or • Equivalent approved vehicle detection technology. When a vehicle approaches the outbound gate, the gate shall automatically open without requiring a card or code. System shall prevent nuisance activations and provide reliable operation during all weather conditions 2.8 Range Control Building Controls The contractor shall furnish and install remote gate controls within the Range Control Operations Building. Controls shall allow operators to: • Open inbound gate. • Close inbound gate. • Open outbound gate. • Close outbound gate. • Open both gates simultaneously. • Place gates into automatic mode. • Place gates into manual mode. • Monitor gate status. Control stations shall be installed in locations designated by the Government. 2.9 Electrical Work The contractor shall provide all electrical work required for complete operation. Work shall include: • New power feed from the guard shack to gate equipment. • Electrical disconnects. • Breakers. • Conduit. • Junction boxes. • Grounding system. • Surge protection. 2.10 Trenching and Conduit Installation The contractor shall: • Excavate trenching between the guard shack and gate systems. • Install underground conduit for power and communications. • Install pull boxes as required.
