Background The United States Air Force Academy (USAFA) Department of Aeronautics (DFAN) requires the removal of an obsolete Cascade Wind Tunnel (CWT), associated duct work, and HVAC unit located in the basement of the Aeronautics Laboratory (Building 2410). The objective of this acquisition is to provide the solution and services necessary to break down and transport the CWT and related equipment to local abandonment/scrapping and will result in a room cleared for other functional opportunities. 2. Scope of Work The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, certifications, and other items and non-personal services necessary to completely dismantle, remove, and dispose of the obsolete Cascade Wind Tunnel (CWT), including its associated HVAC unit and in-room ductwork, located in the Aeronautics Laboratory. The Contractor shall ensure the safe termination of all associated utility connections and leave the workspace clear of all equipment and dismantling debris. 3. Performance Requirements 3.1. Fluid Evacuation. The Contractor shall ensure the draining of all system fluids, including any oils, coolants, or hydraulic fluids, prior to disassembly. 3.2. Dismantling and Removal. The Contractor shall disassemble and remove the CWT, mounting frames, HVAC unit, and ductwork from the premises without causing structural damage to the facility. This includes the removal of all associated hardware, fasteners, and support structures from the floors, walls, and ceiling. 3.3. Utility Safing. The Contractor shall safely trace, disconnect, Lock-Out/Tag-out (LOTO), terminate, cap, and secure all mechanical and electrical utility connections formerly supplying the CWT and HVAC systems. 3.4. Site Cleanup and Disposal. The Contractor shall remove all dismantling debris. The Contractor is responsible for disposing of the equipment as scrap and providing the Government with certified weight tickets. 3.5. Regulatory Compliance. The Contractor is solely responsible for identifying, obtaining, and maintaining all permits, licenses, and certifications required to perform this work. The Contractor shall strictly abide by all applicable Air Force instructions and local, state, federal, and environmental laws, codes, and regulations—including environmental handling (e.g., refrigerant recovery, fluid disposal) and occupational safety standards—throughout the duration of the project. -- 3 of 5 -- PWS - Cascade Wind Tunnel Removal Page 4 of 5 4. Government-Furnished Information & Property 4.1. Site Data & Dimensions. The estimated dimensions of the main tunnel section are approximately 20 feet in length and 8 feet in height, with an estimated weight of 8,000- 12,000 lbs. These are estimates only; the contractor is responsible for verifying all measurements and weights. 4.2. Technical Documentation. The Government will provide the Contractor with any available technical drawings, specifications, and maintenance manuals for the CWT upon contract award. 4.3. Staging Area. The Government will provide a designated laydown area for staging equipment and dismantled components during the period of performance. 5. Period of Performance The period of performance for this contract will be twenty-one (21) calendar days from the date of contract award. 6. Place of Performance 6.1. The work shall be performed on-site at: Aeronautics Laboratory 2410 Faculty Drive USAF Academy, CO 80840 6.2. Duty Hours: The Government’s normal hours for site access are Monday – Friday, 7:30 a.m. to 4:30 p.m. Mountain Time, excluding federal holidays. Work outside these hours, including on weekends, may be authorized with prior coordination and approval from the Contracting Officer’s Representative (COR) at no additional cost to the Government. 6.3. Base Access and Security. All contractor personnel shall undergo a background check to obtain base access. The contractor must submit a complete list of all personnel requiring base access to the Contracting Officer’s Representative (COR) at least five (5) business days prior to the scheduled start of work. All contractor personnel must present a valid Real I.D.-compliant identification (or second approved form of government-issued identification) at the Pass and Registration Office to be issued their entry credentials prior to starting performance. 6.4.
