PR #: 67100PR260037603 STATEMENT OF WORK LAST UPDATED: 06/29/2026 PAGE 1/4 STATEMENT OF WORK (SOW) FOR HEAVY EQUIPMENT, MAINTENANCE AND REPAIR SERVICE 67100PR260037603 1.0 GENERAL 1.1 BACKGROUND The U.S. Coast Guard Training Center (TRACEN) Cape May, located at 1 Munro Avenue, Cape May, NJ 08204, relies on its Volvo L20H Wheel Loader and Volvo ECR50F Crawler Excavator for essential base maintenance, infrastructure support, and logistical operations. The coastal environment at Cape May is highly corrosive, which accelerates equipment wear and mechanical degradation. Regular, high-quality preventative maintenance and timely repairs are critical to ensuring these assets remain operational and mission-ready. 1.2 SCOPE The purpose of this contract is to obtain the services of factory-certified heavy equipment technicians to restore the Volvo ECR50F Excavator to fully mission-capable (FMC) status and to perform scheduled 500-hour preventative maintenance on both the excavator and the Volvo L20H Loader. All work must be performed on-site at TRACEN Cape May using original equipment manufacturer (OEM) parts and marine-grade lubricants to maximize equipment longevity and operational reliability. 1.3 OBJECTIVE Restore one (1) 2024 Volvo ECR50F Crawler Excavator (Serial # VCECR50FK00013577) to fully mission-capable status, including targeted repairs to hydraulic cylinders and resealing of the bucket cylinder. Complete 500-hour preventative maintenance services on both the Volvo ECR50F Excavator and the 2024 Volvo L20H Wheel Loader (Serial # VCEL20HSH01220630). Ensure all work is performed in accordance with OEM specifications and is suitable for the harsh, coastal environment. 2.0 SPECIFIC REQUIREMENTS/TASKS 2.1: 2024 VOLVO ECR50F EXCAVATOR – HYDRAULIC SYSTEM REPAIRS • Reseal the bucket cylinder. • Replace hydraulic boom cylinders as necessary. • Use only OEM parts and marine-grade lubricants. • Dispose of all hazardous materials in accordance with federal, state, and local regulations. 2.2: 2024 VOLVO ECR50F EXCAVATOR – 500-HOUR PREVENTATIVE MAINTENANCE • Perform a comprehensive diagnostic evaluation to identify and resolve all active fault codes and operational deficiencies before scheduled maintenance. • Connect Volvo diagnostic software to scan, retrieve, and clear error codes. • Troubleshoot and repair all identified faults. • Calibrate hydraulic pressures and mechanical linkages to OEM standards. • Drain and replace engine oil with Volvo-approved, high-viscosity marine/heavy-duty oil. • Replace engine oil filter, primary fuel filter/water separator, and secondary fuel filter. • Replace cabin air pre-filters and main cabin air filters to address salt and sand accumulation. • Clean and inspect the engine air intake system; replace filters if restricted. • Replace hydraulic return filter and pilot system filter. • Inspect and, as needed, replenish swing gear bath oil. -- 1 of 4 -- PR #: 67100PR260037603 STATEMENT OF WORK LAST UPDATED: 06/29/2026 PAGE 2/4 • Inspect all hydraulic lines, hoses, and cylinders for corrosion, pitting, or leaks. 2.3: VOLVO L20H LOADER – 500-HOUR PREVENTATIVE MAINTENANCE • Drain and replace engine oil; install new OEM engine oil filter. • Replace primary fuel filter/water separator and secondary fuel filter. • Inspect and top off transmission, front/rear axle, and hydraulic reservoir fluid levels. • Replace cabin air filters to protect operators from airborne contaminants. • Inspect drive shafts, universal joints, and center articulation pivot bearings; lubricate all chassis, boom, bucket, steering cylinder, and oscillation cradle grease points using water-resistant grease. • Inspect service brake and parking brake systems for proper function and wear. • Check tire pressures and inspect tires for dry rot, cuts, or embedded debris. 2.4 CONTRACTOR RESPONSIBILITY FOR DISPOSAL • The Contractor is responsible for the proper collection, removal, and disposal of all waste materials generated during the performance of maintenance and repair services. This includes, but is not limited to, used oil, lubricants, hydraulic fluids, filters, cleaning agents, and any other hazardous or non-hazardous materials associated with the work. • Disposal of all materials must be conducted in full compliance with all applicable State of New Jersey and Federal environmental laws and regulations, including but not limited to the Resource Conservation and Recovery Act (RCRA), Environmental Protection Agency (EPA) standards, and New Jersey Department of Environmental Protection (NJDEP) requirements. • Under no circumstances may any waste materials, fluids, or related items be disposed of, dumped, or abandoned at TRACEN Cape May or any Coast Guard facility. All waste must be removed from the site and transported to an authorized disposal facility. • The Contractor must maintain records of all waste disposal activities, including manifests or receipts from licensed disposal facilities, and provide documentation to the Contracting Officer or Technical Representative upon request. • The Contractor is responsible for any costs, penalties, or remediation resulting from improper disposal or failure to comply with environmental requirements. 3.0 CONTRACTOR PERSONNEL The Contractor shall provide a qualified, fully equipped workforce capable of executing OEM-standard heavy equipment maintenance. All personnel must meet strict technical certifications and comply with USCG TRACEN Cape May base security and safety protocols. 3.1 QUALIFIED PERSONNEL The Contractor must provide qualified personnel to perform all requirements specified in this SOW. 3.2 CONTINUITY OF SUPPORT The Contractor must ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor must ensure that all contract support personnel are present for all hours of the workday.
