STATEMENT OF WORK (SOW) Service for Maintenance Plan on Waterjet Cutting Centers Located at Puget Sound Naval Shipyard, Bremerton, WA Part 1 General Information 1. GENERAL: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Shop 11 requires an original equipment manufacturer (OEM)-approved vendor perform service on two Omax/Maxiem waterjet cutting centers located in Asset # 4523A13861, serial # M15305544 Asset # 4523A16078, serial # M15305750 The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. Description of Services/Introduction: This Statement of Work (SOW) supports yearly maintenance and upkeep on the two (2) Omax/Maxiem waterjet cutting machines referenced above at PSNS & IMF located in Services are to include parts/tooling, periodic preventative maintenance, and minor repairs as prescribed. It is the Government’s intent that a single (primary) contractor be awarded this contract. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the evaluations as defined in this SOW except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2. Background: The waterjet cutting centers are a critical function of the Shipfitter shop mission, cutting up to 4 inch thick plate using 55,000-psi water with specific types of abrasive (and a reclamation system). It is therefore imperative that qualified personnel perform the proper maintenance on the prescribed schedule. 1.3. Objectives: The contractor shall conduct all prescribed preventative maintenance to ensure optimum performance of all waterjet cutting centers. The contractor shall also correct any minor discrepancies noted in the course of this routine maintenance. 1.4. Scope: Yearly maintenance and upkeep on the Omax/Maxiem waterjet cutting machines at PSNS & IMF located in which includes parts/tooling and services. The facility can add or remove equipment through bilateral agreement throughout the Period of Performance. Adding additional machines will be priced according to machine configurations. Additional proposals will be generated as needed for additional machines. 1.5. Period of Performance: Base: 9/25/26 thru 9/24/27 Option 1: 9/25/27 thru 9/24/28 Option 2: 9/25/28 thru 9/24/29 Option 3: 9/25/29 thru 9/24/30 1.6. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the -- 1 of 10 -- Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.7. Location: 1.7.1. Place of Performance: The work to be performed under this contract will be performed at PSNS & IMF, Bremerton, Washington. 1.7.2. Recognized Holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day In no event shall a contractor carry on work outside the hours and/or days specified in the contract without prior approval. If the contractor desires to work on Saturdays, Sundays, holidays, or outside the regular or specified hours and/or days, the contractor shall submit a request to the receiving activity COR for approval a minimum of four (4) business days prior to the anticipated work date. 1.7.3. Hours of Operation: The contractor is responsible for conducting business between the hours of 7:30 am to 3:30 pm Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The COR shall be responsible for notifications that the government facility is closed. 1.8. Security Requirements: 1.8.1. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. 1.9. Special Qualifications: not applicable. 1.10. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.11. Contracting Officer Representative (COR): The (COR) will be identified by separate letter.
