STATEMENT OF WORK FENCE INSTALLATION AND GATE SYSTEM Columbia River Research Laboratory 201 Oklahoma Road, Willard, Washington 98605 1.0 INTRODUCTION AND BACKGROUND This Statement of Work (SOW) is for the installation of a perimeter security fence system with automated and manual gate access at the United States Geological Survey's (USGS) Columbia River Research Laboratory (CRRL), located at 201 Oklahoma Road, Willard, Washington 98605. USGS requires a comprehensive security fencing solution to secure the property perimeter while maintaining necessary access points for vehicles, personnel, and emergency services. The CRRL currently lacks adequate perimeter security, and this installation will establish clear boundaries with controlled access through multiple gate systems. The fence installation will follow the layout shown on the attached sketch and is approximately 1,630 linear feet of perimeter fencing with multiple access points strategically positioned for operational efficiency and emergency access. 2.0 SCOPE The scope of this project encompasses the complete design, procurement, installation, and testing of a perimeter security fence system including automated and manual access gates at the specified property location. The contractor shall install approximately 1,630 linear feet of 7-foot black vinyl-coated chain link fencing with barbed wire topping, one 24-foot automated sliding gate with electronic access control system, two 24-foot manual swinging gates (each of which will be two 12-foot, double gates that meet in the middle), and one heavy-duty pedestrian man gate at the main entrance adjacent to the automated sliding gate. The contractor's responsibilities include site preparation and layout, fence post installation, fence fabric installation, gate installation and alignment, electronic gate control system installation and programming, access control device installation and configuration, electrical connections from pre-installed conduit to gate operator system, and final system testing and demonstration. The desired end result is a fully functional perimeter security fence system with reliable automated and manual access controls that provide secure property boundaries while allowing controlled entry and exit for authorized personnel, vehicles, and emergency services. 3.0 APPLICABLE DOCUMENTS The following documents and standards are applicable to this Statement of Work (but are not attached): ASTM F567 - Standard Practice for Installation of Chain-Link Fence ASTM F668 - Standard Specification for Poly (Vinyl Chloride) (PVC)-Coated Steel Chain-Link Fence Fabric ASTM F1083 - Standard Specification for Pipe, Steel, Hot-Dipped Zinc-Coated (Galvanized) Welded, for Fence Structures National Electrical Code (NEC) - Current Edition (for gate operator electrical installations) Local Building Codes and Permit Requirements - Skamania County, Washington Manufacturer's installation specifications for gate operators and access control systems The following Exhibits are attached to this Statement of Work: Exhibit A, layout sketch Exhibit B, example photos Exhibit C, PUD underground proposal map 4.0 TECHNICAL REQUIREMENTS 4.1 Site Preparation and Layout The perimeter fence will be a four-sided polygon, roughly as shown in Exhibit A, with corners 1 and 2 each being 90 degrees. The fence line between corners 3 and 4 will be roughly parallel to the dirt road to the north, and each fence line will be a straight line with no intermediate angles. The contractor will survey the site, stake the proposed corners and gate locations, and run string lines for USGS' approval before proceeding. Note: The contract price assumes that the perimeter is 1,630 linear feet. If the actual perimeter deviates by more than 5% from the assumption (5% of 1,630 = 81.5) in either direction (more or less), the parties will negotiate an equitable adjustment to the contract before proceeding. If the deviation is within 5%, there will be no equitable adjustment. The contractor is responsible for contacting the appropriate utility locating services at least 48 hours prior to any excavation work. The contractor is responsible for clearing the fence line of vegetation, debris, and obstacles as necessary to allow proper fence installation. All site preparation activities shall minimize disruption to existing landscaping and structures. 4.2 Perimeter Fence Installation The contractor shall install approximately 1,630 linear feet of 7-foot high black vinyl-coated chain link fence along the pre-approved string lines. The fence shall consist of 9-gauge black vinyl-coated chain link fabric with a 2-inch mesh size. Fence posts shall be 2-3/8-inch diameter galvanized steel pipe with black vinyl coating, set in concrete footings at a minimum depth of 36 inches and minimum diameter of 10 inches with post spacing not exceeding 10 feet on center. Terminal posts (end, corner, and gate posts) shall be 2-7/8-inch diameter galvanized steel pipe with black vinyl coating, set in concrete footings at a minimum depth of 42 inches and minimum diameter of 12 inches. Top rail shall be 1-5/8-inch diameter galvanized steel pipe with black vinyl coating. Three strands of barbed wire shall be installed across the top of the fence at a 45-degree angle (angled outward) using barbed wire extension arms. All fencing materials shall meet or exceed ASTM standards for chain link fence components. 4.3 Automated Sliding Gate System - Main Entrance The contractor shall install one 24-foot sliding gate at the main entrance location nearest to the primary building structure. The gate shall be constructed of 7-foot high black vinyl-coated chain link fabric with 9-gauge wire and 2-inch mesh, matching the perimeter fence specifications. The gate frame shall be constructed of heavy-duty galvanized steel tubing with black vinyl coating. Three strands of barbed wire shall be installed across the top of the gate matching the perimeter fence
