RFI Questions: SOLICITATION: 36C26126R0048 | Correct Martinez and Mare Island Generator Fuel Lines Question #1: Please confirm that the Site Super, SSHO and QC can have other collateral roles/duties as Competent Persons mentioned in the specifications? VA Response: The SSHO and the Site Superintendent may be the same person. QC person should be different . All roles must meet the qualification and competency requirements as specified in the contract documents. Question #2: Please confirm that the Site Super and QC role can be one and the same individual if the requirements for each are met. VA Response: QC and Superintendent cannot be the same person. Question #3: Please confirm whether temporary power will be provided by the Owner/VA for contractor use during construction, or if the contractor is responsible for furnishing all temporary power requirements for the duration of the project. NEI Response: Temporary power will be provided for the contractor to use during construction in accordance with specification 01 00 00 section 1.19 AVAILABILITY AND USE OF UTILITY SERVICES. Question #4: Will the VA permit planned outages of the generator fuel systems during construction, and if so, what outage windows are available at Martinez Buildings 19 and 20 and Mare Island Building 201? NEI Response: Planned outages are only acceptable when switching from the existing fuel oil piping system to the replacement fuel oil piping system and must occur within a single 8-hour shift which must take place during off hours on weekdays between 5:00PM-7:00AM or on weekends. Any outages must be approved by the station. Refer to phasing contract -- 1 of 7 -- drawings GC-100 through GC-104 and phasing listed in specification 01 00 00 for further details. Question #5: Has the VA performed any hazardous materials surveys (asbestos, lead- based paint, contaminated soil, petroleum-contaminated soil, etc.) in the work areas? If so, please provide the reports. If hazardous materials are encountered, will remediation be handled by the owner under a separate contract? VA Response: The VA has not performed additional hazardous materials surveys specific to this project beyond standard facility documentation. Contractor shall be responsible for identifying, handling, and disposing of any hazardous materials encountered during construction in compliance with all applicable local, state, and federal regulations. No separate VA contract is anticipated for hazardous materials remediation. Question #6: For the excavation work near Building 19 parking areas, are there specific traffic control plans, lane closures, or work-hour restrictions required by the VA? NEI Response: Contractor shall prepare and submit traffic control plan shop drawing for review. Refer to contract drawings GC-100 through GC-104 and specification 01 00 00 for phasing guidelines at each location within the project. Question #7: Please clarify whether the Contractor will be permitted to perform work in both project areas concurrently. Specifically, may the same crew and staff be utilized simultaneously across both work locations, or does the Government require separate crews and/or phased execution between the two areas? NEI Response: Work can be completed within this contract concurrently with the same crew and staff if the contractor’s team is compliant with specifications 01 45 00 QUALITY CONTROL and 01 35 26 SAFETY REQUIREMENTS. The contractor must also comply with schedule requirements set forth by the VA and requirements specified in specification 01 32 16.15 PROJECT SCHEDULES. -- 2 of 7 -- Question #8: Are there existing as-built or record drawings available showing the current generator fuel lines, tanks, vaults, and associated utilities at both campuses? NEI Response: Contractor shall refer to contract drawings CS-001 through CU-002 for information regarding existing utilities. Contractor shall refer to contract drawings MP-100 through MP-109 for information regarding existing fuel oil system equipment. Contractor shall inspect and verify all field dimensions and site conditions prior to commencement of work. Contractor shall perform underground utility locations to identify the horizontal and vertical position of all existing utilities. Submit findings to the A&E firm for review and approval prior to any excavation or digging. Question # 9: Who is responsible for removing, disposing of, or handling any remaining fuel, contaminated soil, or hazardous materials encountered during the work? NEI Response: Contractor shall dispose of fuel within piping designated for replacement in a manner that complies with local, state, and federal regulations. Question #10: Will the VA provide current utility locates prior to bid, or is the contractor responsible for all potholing and utility locates in the work areas? NEI Response: Contractor shall inspect and verify all field dimensions and site conditions prior to commencement of work. Contractor shall perform underground utility locations to identify the horizontal and vertical position of all existing utilities. Submit findings to NEI and the station for review and approval prior to any excavation or digging. Question #11: What are the required phasing and sequencing requirements between the two separate sites (Martinez and Mare Island)? NEI Response: Contractor shall comply with contract documents and specifications including but not limited to specification 01 00 00 section 1.5 CONSTRUCTION SECURITY REQUIREMENTS.
